Perennial shrub native to India and E Africa.    Vigorous woody grower produces upright racemes of shockingly blue/purple flowers, long-lived and much loved by indigenous people as a decorative plant for fenceline, roadside, or flower garden.  For those of us living in colder climates, this plant does great in pots and can be grown outdoors during the summer and brought indoors through the winter.  The plants are quite vigorous and are best potted up to gallons on receipt.  Space plants 3 feet apart.
