Perennial water plant.  Native to all temperate regions of the world.  Grows best in cool, running water.  The leaves may be added sparingly to salads.  They have a very peppery taste to them.  Sow in spring in shallow pots, then transplant to streamside or ditchside when the seedlings make sufficient roots to grab in.  Just transplant them into the mud.  They will grow.
